When recording a live video feed to hi-rez .ts files, I've found that the CBR setting (rather than VBR) provides much smoother motion, especially in fast-action sequences, as others have said above.
So, regardless of the space "wasted" I always record with CBR.
I don't know though if it would provide an advantage if used for AnyStream downloads, which already look pretty smooth to me...
I'm frankly pretty surprised about those requests for CBR.
Quality per bitrate is definitely better with VBR.
I can think of scenarios that make VBR "less smooth" when streaming, but only if the read-ahead size is fairly small. Both Amazon and Netflix read ahead several minutes while streaming, so that can't be it.
