I'll be posting this topic in the DVD and UHD forums in case the answer is disc format dependent. Is it possible to download the most recent entire Blu-ray key library for off-line use? If so, what's the procedure?
 
See your post in the UHD section, locked. The BD database is linked at the top of this section but hasn't been updated in a while. There is no UHD download.

Please don't triple post.
