Feature Request - Perform license check before file creation

I would like it if the license check could happen before file creation, so that when I exceed my download requests, I don't have to go back and delete an empty video file later. This would also prevent having to restart anystream in the event of the file being locked as "in use".
 
It already does, the zero bite file will be handled.
