Isn't there a way to stop new users from posting into the forum that haven't at least clicked on the rules & FAQ stickies or used 'search' ?

In just about every forum I've ever been in you agree to following rules when you join. People agree to them. They all do. Some of the users then break forum policies.

With the idea you suggest, people would simply click what they had to without reading and then move on to posting. In short, there is no way to make someone actually sit, read, and remember anything.

You can lead a horse to water but you can't make it drink.
 
hmm, abit like the receipts that some companies send when an email has been delivered, says somthing like this 'was displayed on their screen...' '...cannot guarantee that it was read, understood or will be replied to'.
