Reclock doesn't recognize refresh rate

I'm using AnyDVD with SetDisplayFrequency to change the refresh rate to 60hz when playing NTSC Dvds, to 50hz when playing PAL, and when the disc is removed, back to 48hz.

The refresh rate changes perfectly, but Reclock always assumes that it's 48hz.
I've also tried Powerstrip and ATI profiles with SetDisplayFrequency, and setting the profiles manually.

What can be the cause of this?

Another thing is that Reclock always slows down NTSC movies to "Cinema" mode of 23.976hz. Why's that?

I've tried different versions of Reclock.
Win 7 64bit and Ati Radeon 3650.

Please help
