If the connection to the network is lost while downloading, the "download completed" window appears, but the media file is actually incomplete.

The term "download", in this case, refers to the process of downloading, not to the media.
 
How do I know if the medium is complete?

Yesterday i had some files which was downloaded imcomplete. The file size and the duration time was trustworthy.
Perhaps you can use the download process for a pre check?
 
We can, but there's limited set of things we can check on the fly (or even at all).
What was wrong with the files? How much was missing?
