paypal holds your bitcoins you can now buy bitcoin through paypal and it is held in your paypal account so you can now purchase through paypal.

As far as I know, you can buy Bitcoin and pay with Bitcoin
1) to a Paypal connected merchant ONLY
2) this merchant gets paid at the end in fiat money, NOT in Bitcoin

Outlaws like RedFox won't be able to get a Paypal merchant account - and if, it will get seized in a minute :(
