Sams Club sells both the Made in India (MII) and Made in Singapore (MIS). Best bet to use MIS. I have never had a problem with MIS.

Can someone recommend some good Dual Layer

Dual layer = - R DL and is a useless disc format due to a restrictive/fixed layer break position
Double layer = +R DL = what you should be using
