Does downloading count towards stream use

Providers have simultaneous stream limits. Like AP is 2, Netflix is either 2 or 4 depending on the plan. When I'm downloading is this counting as using a stream on the providers side?
 
I'm sure it does. My reason - if I download from any site with AS, and then go to my provider site on my browser, the program I downloaded now shows up on my "Continue Watching" list. That can only be of the provider knows I am using the stream.
