Audio Description of Video

on Disney Blue Ray the audio track contains an audio description of the vidio

And what's the problem? Either way it's not an AnyDVD problem. That's perfectly normal for titles to have descriptive audio. AnyDVD doesn't modify audio behavior, that's solely down to the player / encoder you're using.

it only happens on Disney Blue Ray Discs like Moana or the new Cars 3
All other discs are fine with normal audio
I am play it with windows or roku or plex and the description is over the normal audio

As I said, still not an anydvd problem. I don't know about Roku but Plex doesn't support full video_ts folder playback. So you converted the DVD rip into another format. THAT is where the problem is, you selected the wrong audio track.
