When I go to download updates for any program, is that download secure with SSL encryption? (or secure, at all, so that ISP's can't detect it??)

Download from the site you don't know might contains some malicious code and or virus.

SSL certificate means a web site pass certain requirements and provide a secure tunnel between you and the site.

Your ISP will able to locate your IP address and chase you back to your physical address.

What exactly are you trying to do? If you thinking to download something and I can let you know that your ISP will know.
