Did some more digging. Found a post on another PowerDVD forum and the issue had to do with some files being created there. Followed the direction to delete the folder %userprofile%\AppData\Local\CyberLink\PowerDVD16 PowerDVD recreates the folders at next start and the disc plays fine.

I have tried the original disc in powerdvd 13 with and without anydvd HD enabled on the drive. The actual disc advances to the previews and plays the disc correctly in all scenarios.

AnyDVD is running, but not active on the virtual drive E: which I have loaded the ISO. Since the disc has already been decrypted on drive F:, I do not run AnyDVD on drive E:. To further confirm, when the image file is loaded in drive E:, AnyDVD does not show it is processing the disc.
