This is the Visa and Visa/Bank blocking the transaction. You need to call and have them remove the block to make the purchase. RedFox uses a overseas merchant to make the purchase so unless your Visa unblocks it there nothing RedFox can do about it. Might want to add I called my Visa and got mine to work.
