The thing is all your 3rd party programs on your computer, by default, do *NOT* run with full privileges in order to keep your system secure. This is a Windows design and not a "problem". Programs only have access to write to folders within your account's folder (For example, C:\USERS\JOHNDOE\YOURNEWFOLDER).
You really shouldn't put your files in the main root of the C: drive, but if you really need to, just write-click on the Clone BD icon and then "Run as Administrator" - but again, this is not recommended and I would just copy everything to your user folder.
