I have run across a few situations where a 720p resolution video is larger than the 1080p one. Not sure what is used to determine the best video, resolution or 'estimated size' etc, so figured I'd give a heads up in case it matters.
 
It's entirely plausible that the 720p is coded for lower complexity/profile so the amount of data that is needed to deliver moving pictures might be more than in a higher complexity/profile setting of 1080p; it all depends on how powerful a device is targeted.
