Is it possible to rip a movie file (mp4 or .avi) that is on an external hard drive to a blank DVD using AnyDVD/CloneDVD program?
 
No, but it is with Clonedvd mobile! Though that last one can be a bit buggy depending on the version as it's looking overdue for an overhaul

I believe Ch3vr0n meant CloneDVD mobile. Use version 1.2.0.1.

If you're just trying to copy an .mp4 or .avi file to a blank disc, wouldn't you just use ImgBurn?

Or do you mean take a movie that's on DVD and make an .mp4 out of it to put on blank disc?
