I have ripped several DVDs on to my hard drive. Am I able to make 1:1 DVD copies using CloneCD using these files? If so, how? Thanks for any guidance.

Not unless you ripped them as Clonecd images, no (for the 1:1: part of your question)

Thx for reply. Is there another application I can use to make 1:1 copy? I have CloneDVD as well.

CloneDVD can create an ISO as output when ripping a DVD but the layer break is not retained and it is moved when the backup is burned. With the protections removed and the layer break not retained you aren't getting a 1:1 backup.

CloneCD retains the layer break when an image is created and minus the removal of the protections on the disc results in as close to a 1:1 backup as you can get. CloneCD can only burn image files and not a DVD structure in folders from your HDD.
