Which character was he? I do not watch that show even though it's on about 3 different channels every time the tele is playing, which isn't often, I don't like listening to the news and all that horrible programming.
EDIT I just googled him and its seems he was John Munch and in real life was also Henry Winkler's cousin. ( The Fonz) on Happy Days. He was only 78, it too bad, people are dying young these days. RIP Richard Belzer.
 
Detective John Munch in SVU, a rather anti-establishment figure, and made appearances on other parts of the franchise, also was in Homicide: Life on the Street.
