Why can’t I download Samsung SH-224FB firmware ID00 from TSSTODD website? the site has bugs and confused I have the internal drive sata ASUS model DRW-24F1MT/BLK/B/AS drive and I wanted to do crossflashing to release the Disc Quality test

Does the Samsung SH-224FB firmware ID00 maintain full support for reading and burning the DVD M-Disc?

Please stop. Cross-flashing a firmware is dangerous. And as you say M-Disc writing is not confirmed- Get an USB-> SATA adapter and scan discs with your LiteOn drive(s). You are just asking, asking and asking. Take measures. Order such an adapter and get going.
