When you are using a constant filesize method for encode, two-pass - which enables a preliminary check of the relative bandwidth required to encode 'busy' sections of video to enable the resulting file to use short bursts of higher bitrate for complex scenes, and short bursts of lower bitrate for less complex scenes, with the overall filesize unaffected.
I wouldn't care if this made the encoding time 40 times longer, the results are far more beneficial for quality encode.
