Once I have a Blu Ray movie ripped to my PC hard drive, how do I view it? Also how can I convert it to standard DVD to burn it to a standard DVD?

To burn it to a standard dvd you simply use the normal dvd to start with - there is no other useful alternative yet.

To play Blu-Ray or HDDVD's from your harddrive you want to get PowerDVD 7.3 Ultra build 3319a or 3104a (builds newer than 3319a cannot play the rips from the hdd). Currently only PowerDVD is fully compatible with Blu-Ray/HDDVD. (though I use the word "fully" loosely)

you've gotta love software that you've paid for that stops you from using itself to play movies you've paid for!

Once I have that copy of PowerDVD, how do I play the movie form my harddrive? Any way to convert the copy to a standard DVD? The regular issue DVD of the movie doesn't have the special features that the Blu Ray disc does.
