Thanks to Chevron...Purchase was a learning experience for me. If anyone is having trouble: Go to a Bank or Credit Union and purchase a prepaid Visa Card for the purpose of a INTERNATIONAL purchase. Make it clear. Read the fine print to be sure. You are then ready.
 
Yeah it's super easy. I called with an attempted purchase, so they had something to look for, the teller said "Oh yeah we block everything to china because of fraud" and she unlocked it temporarily till the end of the day.
