how do you capture 'closed caption'

I convert to avi with subs. Some serials do not have subs, but do have 'cc'. Is there anyway to capture these as subs? Are 'cc' already encoded under the audio track (or video track), any just needs to be turned on?
If so- what compute keystrokes turn them on?
