how do i write to individual VOB's to disk

i have downloaded a few VOB files from a website and i would like to write them to a viewable dvd... i have tried with image burn and with clonedvd.. but no luck... can anyone help???

and also.. what does NTSC and PAL mean?

1. Since you don't own the material, getting information may be difficult.
2. Check out NERO Vision.
3. Use Google.
