This update fixes a security problem in the ElbyCDIO.sys driver.

A malicious program could gain administrative rights using ElbyCDIO.sys on Windows XP and the 32-bit versions of Windows Vista and Windows 7.

ElbyCDIO.sys is installed by the following software packages:
    Virtual CloneDrive

The update is recommended for all versions of Windows.

Is this a preliminary measure before all software packages are updated or what's the deal with it?

This is preliminary and is recommended to install manually to avoid malicious activities. Any new version of the above mentioned programs will carry that updated version automatically.

Another reason is, that if a user can't or doesn't want to update to the next version of program x, he/she can still receive this security fix. E.g., people who run the SlySoft version of AnyDVD.

That's because for a while the seperate driver install has been added to AnyDVD itself. The driver is updated. So the seperate driver install itself you do NOT need.
