Is there a way to create a file from a BlueRay disk I can view on my iPad?
Right now, the file created by CloneBD is 26GB which obviously is too big for my iPad.

Not with clonedvd mobile, it can't handle bluray. With CloneBD you can. Just pick the iOS or mp4 option

But the output file is 25GB which makes is unusable on an Ipad
 
Did you change the slider to say how big you wanted the output file?
