Blu-ray vs Blu-ray in 4k combo

Just curious, I've never checked but is the blu-ray included in the 4k combos the same as the regular bluray that's sold with a DVD? I figure it should be but I'd like to know if anyone has come across different versions?
 
Wrong section, moved. The Blu-ray issues section is reserved for disc related problems only. Not for general disc type comparing
