I know what both of these items are. Am i right that if dvdhd indicates that bd+ was removed, i should still down convert audio.

Just making backup to bd. Selecting main clip, nothing fancy. Playing backup on stand alone bluray player....
 
There's no need to down convert audio just because a disc has BD+ encryption. The only time you need to do that is if it detects the disc has Cinavia which is completely different to BD+
